Where can I find VB code or control for generating JPG thumbnails on the fly?

I'm using VB5 (though I could potentially use VB6 or .NET). I need to generate thumbnails of JPEG images on the fly. Either code to do this, or a VB control would be fine. Any suggestions? I did a search of the Internet, and the hits I found all referenced creating thumbnail for web pages. That's NOT what I need.
